Irreversibility is the feature, not the flaw

How far the central register reaches
Self-exclusion requested at an operator covers that site alone. Anyone genuinely stepping away should use the central exclusion register maintained by the Szabályozott Tevékenységek Felügyeleti Hatósága (SZTFH): an entry there applies to every organiser holding a Hungarian licence. What an exclusion does not solve
An exclusion does not prevent someone from attempting to open a fresh account on a different domain, and two things should be said about that. First, a second account is normally detected during verification and can end with both profiles and both balances frozen — so the risk is financial, not merely notional.
